OPERATIVES MANUAL

If you are reading this you have either earned a wallet on the roster or borrowed one. The desk does not care which. Read the manual once. Do not read it again on station. Do not read it aloud.
Section 1 - Mission Types
A daily dispatch lands at 00:00 UTC. There is exactly one. There will not be a second. The dispatch falls into one of four mission types.
- EASY - single-pass substitution. Caesar with a stated shift; Atbash; Reverse. Useful for new operatives. The field crowds these.
- MODERATE - keyed substitution with parameters partially obscured. Caesar of unstated shift. Vigenère with short key. Method is published, parameter is not. Plaintext is twelve to thirty-two characters.
- HARD - transposition layered on substitution. Vigenère with longer key. Hint window opens at T+06:00 if unsolved.
- ENIGMA - Saturday only. Two or more methods chained. Often a steganographic key buried in the prior week's dispatches. Treat ENIGMA as a workshop, not a sprint.
The desk will not confirm or deny ARG components. Operatives are reminded to keep paper notebooks. Phones are ████████.
Section 2 - Submission & Settlement
2.1 - Submission discipline
Submit one plaintext per attempt. Normalisation strips punctuation, uppercases ASCII, and collapses whitespace. "MEET AT DAWN" and "meet, at DAWN!" hash identically. There is no penalty for cosmetic variation.
2.2 - Per-attempt fee
Each submission costs 1 $CIPHER, charged before the answer is checked. The fee is paid into the daily pot whether the guess is correct or wrong. There is no free attempt - the desk treats every guess as a position taken.
2.3 - Settlement
The first wallet to land a correct submission ends the dispatch. The pot is split:
- 85% to the winner - paid in $CIPHER on the same transaction.
- 10% rolls forward to the next dispatch's seed pot.
- 5% is burned via
CipherToken.burnFromTreasury, reducing total supply forever.
If the dispatch is not solved before the next is posted, the remaining pot rolls to the new dispatch. There is no rollover cap; an unsolved week is its own kind of leaderboard.
Section 3 - Dossier NFT
The first time an operative lands a correct submission, the Vault calls CipherDossier.mintForOperative on their behalf. A non-transferable-once-held ERC-721 is issued, free, no gas beyond the solve transaction itself.
The Dossier is the operative's permanent record of service. Every solve increments the on-chain solve counter, recomputes the tier, and updates the streak. The token URI is rendered on-chain - no IPFS, no centralised art server, no rug surface.
One wallet, one dossier. A wallet that already holds a Dossier cannot receive another, even via transfer. To consolidate identities, an operative must burn the secondary dossier first.
Section 4 - Tier Ladder & Yield Weight
Solve count promotes operatives through five tiers. The promotion is automatic and irreversible - once inducted, an operative remains inducted, even on retirement. Tier confers a real economic privilege: a higher share of weekly Treasury distributions.

Weights are pure pro-rata. Across all active dossiers, your share of any given epoch's distribution is your weight divided by the sum of weights of all holders the keeper includes in the snapshot.
Section 5 - Trading Yield
The Uniswap V4 hook attaches to the CIPHER/ETH pool with two permissions: AFTER_SWAP and AFTER_SWAP_RETURNS_DELTA. On every swap the hook computes 0.7% of the unspecified-side delta and pulls those tokens directly to the Treasury via poolManager.take().
Buyers of $CIPHER pay the surcharge in $CIPHER. Sellers of $CIPHER pay it in ETH. The Treasury holds both balances and distributes them together each epoch.
Distribution rules per epoch (7 days):
- 70% to dossier holders, weighted by tier.
- 20% rolls into the next epoch's distribution buffer.
- 10% of the $CIPHER side is burned. ETH does not burn; the equivalent slice rolls forward.
Anyone may call distribute after the epoch boundary, providing the holder list and weights. The Treasury validates totalWeight, writes per-account claims, and emits a distribution event. Claims are pull-based: each operative calls claim() on their own schedule, gas at their cost.
Section 6 - Anti-Brute Doctrine
Because every guess costs $CIPHER, brute-force grinding pays the pot itself. Wrong guesses by a thousand bots feed the next winner. The desk approves of this.
Operatives who burn frequently are not penalised by the desk, but they are noticed by the leaderboard, which is far worse.
Section 7 - Conduct in Public Channels
Do not discuss the day's dispatch in the open until 24 hours after rollover. Do not collaborate. Do not pool wallets to game settlement. Do not impersonate the oracle - its signature is verifiable and your wallet will be remembered.
If contacted by a self-described representative of the desk, request the day's challenge phrase. The desk does not contact operatives. We do not exist.
Section 8 - Tokenomics
$CIPHER is a fixed-supply ERC-20 of 1,000,000,000 units. There is no mint function. Supply is reduced by the burn paths in CipherToken (operative-initiated burn, vault settlement burn, treasury weekly burn). Allocations at genesis:
